Yes, in many cases. The answer depends on the type and severity of the adverse credit, how long ago it occurred, your current financial position and your deposit or equity. Mainstream high street lenders use automated credit scoring and typically decline applications that fall below their threshold. Specialist adverse credit mortgage lenders operate differently.

A specialist adverse credit lender reviews your application as a whole: the credit issues and their context, your current income and stability, your deposit size and the property. An older, smaller issue that has been resolved is treated very differently from a recent, large, unresolved one. The rate will be higher than mainstream mortgage rates, but the gap narrows as the adverse credit ages. The most important step is identifying which lenders are most likely to consider your specific history rather than applying broadly and accumulating declined applications, each of which can leave marks on your credit file.
